POSITION SUMMARY
This position brings a balance of technical knowledge and people skills in support of the improvement, implementation, and maintenance of progressive and functional Human Resources systems and processes. It serves as the point of contact for systems in all business units and assists with ensuring data integrity and efficient process execution. The ideal candidate will have a knack for noticing the details, but a clear view of the big picture; keeping in mind how systems and processes impact our students and employees.

DUTIES & RESPONSIBILITIES
Human Resources/Payroll Systems & Processes
- Plans, analyzes, designs, and coordinates the activities and tasks of the computerized human resources (HR)/payroll data systems
- Oversees the development and implementation of human resources/payroll software
- Manages projects and schedules maintenance
- Coordinates the development and implementation of human resources software, work plans, schedules and maintenance procedures
- Researches, analyzes and determines compatibility of upgrades and enhancements to the HR data system including testing of data for system integrity
- Responsible for evaluating issues which impact Banner HR modules or processes, forms, etc.
- Researches, detects and evaluates any issues with the HR system making adjustments and recommending any procedural changes necessary for system integrity and efficiencies
- Provides analysis, coordination and input on the development of HR modules/screens
- Designs reports for HR systems; conducts analysis of HR systems; oversees the design of new forms and reports; coordinates with software vendors in HR functional, technical and contract issues
- Provides technical knowledge of the system and recommends/implements changes to the system based on user needs and state and federal laws
- Coordinates, implements and maintains system integration/interfaces with payroll, position control, student, financial aid, and financial systems making oversees changes/additions to rule and validation tables
- Establishes and maintains HR data systems security levels to be assigned to users
- Reviews HR/Payroll processes for efficiencies and improvements, leads projects
- Act as a technical advisor for other HR functions, data, process, and system best practice. such as benefits administration; payroll system functions, adjunct/hourly hiring processes/procedures and legacy system information retrieval
Functional Support
- Provides functional support to assigned staff and acts as a lead in varying projects
- Analyzes, researches, implements, tests and documents HRIS payroll processes
- Assists in the planning, coordination, and maintenance of the HRIS Payroll related systems
- Investigates emerging technologies or applications and identifies opportunities
- Reviews, analyzes and evaluates existing Payroll related system (Banner, Evisions). upgrades and patches and coordinating implementation with IT in concert with IT’s upgrade calendar; develops, coordinates, and conducts related test plans; review test results and identifying necessary changes, communicates findings to necessary parties
- Performs other system testing activities as needed
- In partnership with system users and customers, responsible for system configuration support including maintaining and updating rule and validation tables affecting the HRIS payroll -related systems
- Evaluates and recommends ongoing best practices to ensure compliance
- Serves as liaison with Information Technology in resolving configuration and related problems and/or implementing functionality changes
- Collaborates with users and information technology professionals to resolve issues and develop solutions
- Assists with automating HR Payroll related processes and procedures
Data Management, Reporting, & Compliance
- Serves as HRIS Data Custodian – overseeing:
- Access and permissions for HRIS and related systems; grants access in accordance with appropriate internal controls and segregation of duties protocols
- Access and permissions for department shared drives in accordance with appropriate internal controls and “need to know” analyses
- Access to departmental confidential information
- Conducts system audits and studies to monitor compliance with HR policies, procedures and applicable laws and regulations; reviews and keeps abreast of new materials and HR system manual upgrades
- Oversees department processes and report writing
- Prepares data and statistics for administration dealing with negotiations, complaints, hearings, and arbitration processes; regulatory agency reports, and reports/information for college staff; prepares state/federal reports/surveys
- Creates reports, compiles statistical data, and performs data analysis for employee relations/bargaining teams upon request—including compilation of sensitive and confidential information
- Creates spreadsheets, salary schedules, and statistical data for Employee Relations/Executive teams upon request

Minimum Qualifications
Associates Degree-AND-
At least 4 years of experience in project coordination, data mining, report development, and technological knowledge sufficient to perform job duties

Core Competencies
- Comprehensive working knowledge of integrated/automated payroll/HR systems and practices.
- Knowledge of applicable federal and state wage and hour laws and regulations related to payroll and HR.
- Understanding of general and specific Human Resources and Payroll practices and ability to apply problem-solving techniques.
- Excellent analytical skill and problem solving skills, including innovative thinking.
- Excellent customer service and communication skills; ability to effectively communicate complex information to individuals from diverse backgrounds and cultures.
- Ability to train and guide functional users.
- Advanced computer skills including spreadsheets, databases and knowledge of computerized systems.
- Ability to evaluate and analyze system capabilities and the ability to develop and improve systematic procedures.
- Ability to generate and review complex documents in any or all of the following areas: record management, human resources records compliance, labor agreements, and personnel/payroll systems maintenance.
- Ability to understand and generate reports.
- Working knowledge of collective bargaining agreements, regulatory compliance issues, problem solving, & investigation skills.
Preferred Qualifications
- Experience working with the administration of computerized payroll, employee benefits, human resources information or related systems
- Two years of experience with data analysis
- Demonstrated experience planning & managing projects through implementation
- Experience working in Higher Education
- One year of supervisory experience or possession of employee development certification
- Experience with Ellucian Banner

SCHEDULE & MODALITY
Based on individual assessment, business needs, supervisory discretion and/or college directives, a percentage of the duties of this position may be performed remotely.TERMS OF EMPLOYMENT
- This is a 100%, 12-month exempt assignment of the C3 band and grade
- This position has a 1-year probationary period
- All positions at Chemeketa are required to be available for work onsite as requested by the college.
- Requires flexible work schedule to meet program needs, which may include evenings and/or weekends
- This position may require the use of your personal vehicle for transportation between campus locations
- Requires the provision of official transcripts upon hire
- Employees must maintain Oregon, Washington or Idaho residency as a condition of employment.

PHYSICAL REQUIREMENTS
Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary requirements are met.

PUBLIC SERVICE LOAN FORGIVENESS
Chemeketa Community College is considered a qualifying public employer for the purposes of the Public Service Loan Forgiveness Program. Through the Public Service Loan Forgiveness program, full-time employees working at the College may qualify for forgiveness of the remaining balance on Direct Loans after 120 qualifying monthly payments under a qualifying repayment plan.
